What Is in the Winter COVID Plan?

The Prime Minister, Boris Johnson, has set out plans for the reopening of the retail, hospitality, and healthcare industries across England from December 2nd.

The lifting of lockdown restrictions on the first day of next month will be accompanied by a return to the three-tier system that preceded the national lockdown. More areas are set to enter the highest tier, and the constraints will be more demanding across all tiers.

The hospitality and retail sectors are the largest beneficiaries of the planned comfort. Included in the lifting of the national lockdown, non-essential retailers will be allowed to reopen in time of their yearly Christmas rush. Gyms and leisure centres are also able to able to open their doors once more across all tiers.

The most stringent principles are earmarked for hospitality companies. Pubs and restaurants in grade three areas will be asked to remain closed, except for delivery and takeaway. In grade two, venues will have the ability to reopen, but alcohol is only going to be served if supplied with a”substantial meal”. Pubs and restaurants will, nevertheless, be free to reopen in grade one areas, provided they’re COVID secure.

There’ll also be a change to the contentious 10 pm curfew for hospitality. Under the new rules, last orders will occur at 10 pm, but guests will receive another hour to finish their drinks.

Tier Two

  • Only bars serving large meals can reopen
  • Outdoor sports events with up to 2000 spectators
  • No mixing of families indoors

Tier 3

  • Hospitality companies must remain closed – with the exception of takeaway
  • Indoor entertainment places must also remain closed

What does this mean for retail companies?

The news was welcomed with a retail industry expected to be hit hard by the imposition of lockdown constraints over the Black Friday weekend. Helen Dickinson, Chief Executive of the British Retail Consortium, said:”the important issue will be to make sure all stores can reopen from the beginning of December since the all-important Christmas shopping period gets into full swing. Retailers have spent countless millions on security measures to protect colleagues and clients, and they stand ready for reopening.”
